Philadelphia
Community Cats Council complies with local city, county. and state laws and
ordinances pertaining to cats. We
follow strict guidelines for feral cat TRNM and colony management: a) cats should be sterilized, vaccinated,
and identified by a left ear-tip (no notches) and b) cats MUST have a dedicated caretaker committed to
long-term care, providing food, water, and shelter DAILY as well as medical
monitoring of the colony. New cats
should be trapped, assessed, and sterilized.
This is a strict requirement as cats are protected under the PA Animal
Cruelty Statute. To release any cat
without a caretaker constitutes abandonment and a violation of the Statute. All cats must have a current rabies
vaccination as required by Philadelphia
ordinance.

Terms of Participation for Feral Cat Community Participants
1. Must be a member in good standing of the Alliance for Philadelphila’s Animals.
2.
Must agree to and comply with all Terms of Participation set forth by
the Alliance for Philadelphila’s Animals.
3. Must have a significant TRNM program (100%) for cats in Philadelphia County.
4.
Must keep and provide statistics on TRNM on a monthly basis. (The
PCCC will provide a standard Monthly Statistics Reporting form to each
Participant.) Statistics will be used for the sole purpose of
preparing grant applications and will not be shared with other parties
without consent.
5.
Must agree not to purport to speak on behalf of the PCCC. The
PCCC will not take positions on legislative, regulatory and/or
political issues although Participants in their individual capacity may
do so.
6.
Must maintain regular TRNM programs and be willing to have their
colonies assessed by a representative of the PCCC.
7. Must agree to follow the Feral Cat Colony Care Standards:
- All cats in a colony must be spayed or neutered.
- All cats in a colony must vaccinated for rabies.
- All cats in a colony must be LEFT ear-tipped. Microchipping is recommended but not required.
- All cats in a colony must be fed, sheltered and monitored for medical needs on a DAILY basis.
- All
cats in a colony must have veterinary certification of spay/neuter and
vaccinations and be documented in a colony tracking sheet.
8. Must agree to follow the Guidelines for TRNM.
These terms are subject
to change by the PCCC. The Chair of the Council in his/her sole
discretion, may review proposed exceptions for terms of participation.
