Philadelphia
is home to free-roaming cats who live in our communities.
Some are domestic pet cats who are allowed outside, some
have been lost or abandoned and become strays, and some are untamed
(feral) offspring from all of these.
Trap-Neuter-Return-Management
(TNRM) is a proven non-lethal, humane solution to controlling and decreasing cat populations over time.
The Philadelphia Community Cats Council promotes trap-neuter-return-management (TNRM) as the most humane and effective method to reduce
Philadelphia’s stray and feral cat population.
The cats in a colony are humanely trapped, sterilized, marked for identification by tipping their left ear, and vaccinated.
Kittens and friendly adults are placed in foster care for adoption as well as adults who are good candidates for re-socialization.
Cats that are determined to be untameable (true feral cats) are returned to their colony to be fed, sheltered and monitored by a caretaker for the natural duration of their lives.
Once sterilized, the cats no longer reproduce and the unwanted behaviors and endless cycle of breeding and litters comes to a halt.The cats live out their natural lives and, over time, the population decreases.
